CAREA Compliance Information
REA’s are mandated by the Rural Utilities Act to supply electricity within a cooperative framework. CAREA’s cooperative framework directs that all Members must be treated equally and receive the same rate for the same electricity services.
A Member may carry out the functions of a retailer to obtain electricity for the Member’s own use. An owner that is an REA may carry out for its Members any function that is required or permitted by the Electric Utilities Act to be carried out by a retailer.
CAREA has a Compliance Plan, approved by the Market Surveillance Administrator (MSA), which addresses the obligations and functions of CAREA in relation to the Code of Conduct Regulation as owner and as an REA carrying out for its Members any retailer function. It also sets out the relevant Code provisions and the systems, policies, mechanisms which will be used by CAREA to meet its obligations under the Code.

Market Surveillance Administrator (MSA)
The Market Surveillance Administrator (MSA) is an independent body created under the Alberta Utilities Commission Act (AUCA) to help ensure the fair, efficient and openly competitive operation of Alberta’s electricity markets. The Code of Conduct Regulation governs aspects of the retail electricity market, including the conduct of owners of electric distribution systems and affiliated retailers and the conduct of a rural electrification association carrying out retailer functions for its members.
Any person who feels that a contravention of this Regulation has occurred may submit a complaint to the MSA, by following the process set out in section 41 of the Act.
